This page names the three gaps that keep a consulting pipeline on luck. Use the FAQ for the short checklist.
Three things are usually missing, and they are the same three whether you are starting out or already practicing. Positioning sharp enough that somebody else can repeat it, because you cannot be referred if nobody can say what you do in one sentence. A sales methodology, because managing is not selling and most senior operators have never had to sell themselves. And a system that tells you what to do each week, so the practice stops running out of your head.

Luck can still show up. The point is that Tuesday does not depend on it.
Positioning is a referral skill
If your LinkedIn says "fractional leader / advisor / transformation," your peers have nothing useful to pass along. Write the buyer pain in language a non-expert can repeat at dinner. Then test it on two people who already like you.
Methodology is not theater
Senior operators stall in discovery because they run the call like a status meeting. A methodology forces qualification: who hurts, why now, what done looks like, and whether you are the right seat. Without that, you collect pleasant conversations and empty pipelines.
The weekly system is the adult part
Calendar a block. Protect it when clients escalate. Use it for asks, follow-ups, and LinkedIn as an owned channel, not a scroll habit. If the block dies every time delivery spikes, you do not have a system. You have a wish.
The longer cut of manufactured luck lives here: you did not win that client, you got lucky. The build sequence is in how to build an independent consulting practice. The product-shaped version of "system" is what is a practice operating system for a company of one.
